It has been learned that the Tokyo Metropolitan Government has drawn up a draft manual calling for the consideration of measures against malicious customers, including banning them from establishments, in an effort to increase the effectiveness of the ordinance, the first of its kind in the country, which aims to prevent customer harassment, such as nuisance behavior by customers, known as "customer harassment."
