Regarding the delay in preparations for the construction of overseas pavilions at the Osaka-Kansai Expo, the government has been debating whether it is possible to exempt the construction industry from applying the upper limit on overtime work. Izumi, the representative of the Democratic Party of Japan, indicated that exemptions cannot be granted in order to protect workers' rights.
